(I'm seeing that you have notice plague notes, lv 90 and the gems from lv 92 missions). -
if you completed lv90 quest, 92 can be taken from npc seon-pyeong in valley.

About notice plague notes, lv 90 and the gems from lv 92 missions, i bought them to test whether i can active the quest..
I'm sure that i completed biologist 85 and i level up over 90 recently to farm L moon.
i can't receive quest with seon-pyeong NPC 92 near HL ..
But i can see any notice about the quest 90.. T_T

If it's old account it could be a bug, Elspeth had to fix my account once before (for lv90 bio) as i couldnt activate it.
